Dr. Bragg was born in Swainsboro, Georgia, where he attended Swainsboro High School. Upon graduation from high school he attended the University of Georgia where he earned the Bachelor of Music and Master of Music Education degrees. He began his public education career in 1970, teaching Band and Orchestra at Riverwood High School in Fulton County and later taught at Swainsboro High School and Emanuel County Institute in Emanuel County. Dr. Bragg opened a business in the printing industry in 1976 and continued his family owned business for 25 years. Dr. Bragg is married and has four children.

His dissertation was titled “THE GEORGIA TECHNICAL COLLEGE ADMINISTRATORS' PERCEPTIONS OF THE FUTURE VOCATIONAL AND ACADEMIC ROLES OF GEORGIA'S TECHNICAL COLLEGES.”
